The civil application prays that the applicant be allowed to publish a notice in the local newspaper, as and by way of substituted service upon the respondent. Despite receipt of the private notice, the respondents have failed to appear in the present proceedings. 2.

Having perused the contents of the application, it is in the interest of justice, the application is allowed in terms of prayer clause (a).

Appropriate steps to publish a notice in local newspaper be taken
