The Petitioner has described himself as a Assistant Librarian working in one Gokhale Institute. He is not the employee of Respondent No.3. He has made a grievance regarding UGC Regulation which according to the Petitioner have been violated by Respondent No.3-Institute. He also made a grievance that Respondent No.1-UGC has not checked this irregularity finding its locus on the notice issued. This Court has framed separate Rules for filing public interest litigations, under which various declarations, including declarations regarding damages and costs are to be made.

For want of demonstrating any legal right which is violated resulting in any legal injury to the Petitioner, we decline to entertain this petition at the behest of the Petitioner. 4.

The Writ Petition is rejected.
