Heard learned counsel for the petitioner.

Perused the material placed on record. After arguing for some time, the learned counsel for the petitioner submitted before this court that the petitioner is ready and desirous to approach the competent authority by way of submitting his grievances in the representation and the authority be directed to decide the representation expeditiously. 3.
Accepting this submission, we deem it appropriate to allow the petitioner to withdraw the petition with following directions :- 1/2 by SNEHA ABHAY DIXIT Date:

(i) Petitioner is permitted to file a detailed and comprehensive representation to the competent authority such as the Collector, Pune within a period of three weeks from today.
(ii) Petitioner is permitted to forward a copy of the representation to the Divisional Commissioner, Pune. (iii) On receipt of the representation, the Collector, Pune shall decide the same as expeditiously as possible. (iv) If petitioner prays for an opportunity of hearing and if there is no other impediment, the Collector, Pune may grant an opportunity of hearing to the petitioner. (v) The Collector, Pune is also at liberty to seek report or material from the subordinate officers, if the Collector requires such material for arriving at a decision. (vi) In case there is no decision on the representation within a reasonable period, the petitioner is at liberty to approach this court by filing fresh proceedings.
