The learned counsel for the Petitioner states that papers have been returned and there are no instructions to proceed. No alternate arrangement is made. This could be so as the facts would show that by passage of time the grievance in the petition must be either redressed or undergone a change.

The Petitioner had filed this petition in June 2007 stating that he has certain deposits and accounts in Respondent No.2- Bank. On 14 September 2006, the Reserve Bank of India imposed certain restrictions on Respondent No.2- Bank. On 7 April 2007, the Petitioner had applied to Respondent No.3- Deputy

skn 2 206-WP-4991.2007.doc Registrar of Co-operative Societies (Bank) for appropriate direction and since nothing was done on its application till May 2007, the Petitioner filed this petition seeking direction to dispose of the application.

It is now 16 years are over since the Petitioner had made application to Respondent No.3 regarding its deposits with Respondent No.2- Bank. Respondent No.2- Bank, at that time, was under restrictions of the Reserve Bank of India. During last 16 years several events must have taken place. The application of the Petitioner filed in April 2007 might have become irrelevant or decided. Therefore, without understanding this change, simpliciter direction to dispose of the application dated 7 April 2007 cannot be issued. Writ petition is accordingly disposed of. Rule stands discharged.

It is clarified that if the Petitioner's cause in respect of its deposits with Respondent No.2- Bank survives as on date, it is open to the Petitioner to take appropriate steps in that regards. (MANJUSHA DESHPANDE, J.) (NITIN JAMDAR, J.)
