1] Although the delay appears to be inordinate, the State has explained that the learned Government Pleader acquired knowledge that the sole respondent has expired on or about 25 February 2011 when the notices issued to the sole respondent were returned with the Bailiff's remark that sole respondent has expired. Between 25 February 2011 and 28 April 2011 i.e. the date on which this civil application was filed, the Government Pleader has addressed letters to the Land Acquisition Officer seeking for information with regard to the legal representatives. In these circumstances, the delay, though inordinate, can be said to have been sufficiently explained. Accordingly, the civil application is 1/2
