As regard Intervention Application is concerned, we do not find that there is interim order operating in this petition which can be termed as detrimental to the interest of the Intervenor. This fact is even admitted by the Intervenor. That being the position, if the Intervenor has an independent grievance in respect of his substantive right, it is open for the Intervenor to adopt the remedy of approaching the Maharashtra Administrative Tribunal, if the Intervenor has already not done so.
