The Petitioners are before this Court alleging certain illegalities pertaining in a special township in question and further contending that second Respondent-Collector, is not paying attention to any of the representations and grievances expressed by them. 2.

Though at paragraph no.7 of the Petition, the Petitioners claimed to have made a thorough research, if we look at the prayers they are not even able to give the details of the developer who is incharge of the special township. The prayer sought should have firm

2 1 PIL 189-2016.doc and clear basis to substantiate the claim of the Petitioner. The material facts upon which the prayers are sought are too vague and not clear. The Petitioner being a Panchayat member himself is at liberty to raise the dispute on the floor of the Panchayat in a proper manner. The Petitioner can even give representation to the Commissioner or the Secretary who is in charge of Panchayat administration. On these vague allegations and information, we are of the opinion that we cannot make this Public Interest Litigation a platform for securing further details. In other words, Public Interest Litigation cannot be equated with right to information, to assist the Petitioners to get more details. For the reasons mentioned above, we decline to entertain the present Petition.
