The learned counsel appearing for the Respondents pointed out that the challenge does not survive in view of the expiry of the tender period in question. This fact is not in dispute. The challenge to the Government Resolution as mentioned in prayer (b), therefore, in our view, need not be gone into. However, liberty is granted to the Petitioners to raise the issue as and when occasion arises.

The writ petition is disposed of accordingly with liberty so far as prayer (b) is concerned.
No costs.
