The impugned orders dated 9th February, 2016 and 23rd February, 2016 do not record reasons for the rejection of the application of the Petitioners for giving the premises in question on leave and license basis.

In the circumstances, we set aside the impugned orders and grant liberty to the Petitioners to make a fresh representation to the Respondent - MIDC, if the Petitioners are desirous of giving the premises or part thereof on leave and license basis. If such representation is made, the same shall be decided by the Respondent - MIDC in accordance with law.
