The application seeks condonation of delay of 119 days in filing the present second appeal. There is no reply to the civil application. The civil application is allowed in terms of prayer clause (a). Office shall now number the second appeal. The second appeal shall appear on board for admission on 27 March 2017. Issue notice to the Respondents returnable on 27 March 2017. The Appellant is also permitted to effect a private service and file an affidavit of service by the next date.
