After hearing both sides we are of the opinion that the writ petition can be disposed of with a direction that if the petitioner has cleared the necessary qualifying examination, then his mark-list and passing certificate be issued. Further the concerned maritime training institute shall act in terms of the order of the Director General of Shipping dated 04.12.2013 being D. G. Shipping Order No. 24 of 2013 and forward the requisite application to the office of the Shipping Master, Government Shipping Office, Mumbai so that 1/2

(3) WP 4618-15 the petitioner can be taken on board a Merchant Navy Vessel. Nothing further needs to be directed. The training institute shall complete all formalities within a period of 4 weeks from today. 2.
