Having heard Mr Gokhale at great length, we are not convinced in the least that there is sufficient cause to condone the delay of 6 years 7 months and 3 days in filing the Review Petitions.

That Government officials are frequently transferred and, therefore, it is difficult to locate the files or to take the decision as directed in the orders of this Court by itself is no ground. 3.
We do not find any sufficient cause for condonation of this delay. The delay is entirely because of the working of the Government and that alone, a long time ago, been stated not to be a sufficient cause to enable the Court to condone the delay in matters where Government is a party. In fact the Court has been emphatic in saying that the Government is not a special litigant. 4.
In these circumstances, we do not find any merit in these civil applications. All the civil applications are dismissed. (S. C. DHARMADHIKARI, J) (G. S. PATEL, J)
