1) This is the second application for pre arrest bail. The earlier application preferred by the applicant was dismissed as withdrawn by an order dated 11.4.207. It appears that the Investigation Officer is not serious in arresting the applicant and is allowing him to prefer further applications for pre arrest bail. This practice is deprecated.

2) I have perused the record annexed to the application. It clearly appears that there is no change in circumstance from 11.4.2017 till today to prefer the present application. Application is accordingly rejected.
