This Civil Application has been taken out for early hearing of the petition, which has been admitted on 4th July, 2016. The petitioner had challenged the order dated 4th July, 2016 before the Apex Court and by an order dated 24th April, 2017, the Apex Court refused to interfere with the order dated 4th July, 2016 but directed the High Court to decide the matter as expeditiously as possible.
