He submitted that certain important documents are required to be annexed and certain important averments are required to be made in the Petition. The amendment would be substantial. Considering this request, the Petition is allowed to be withdrawn with liberty to file a fresh Petition. It is made clear that the Court has not expressed any opinion on the merits of the matter.
