The above Civil Application has been filed seeking condonation of delay of 86 days in filing the above Review Petition. The reasons therefor are mentioned in the above Civil Application and especially in paragraph 5 thereof. The sum and substance of the reasons is that some time was lost in arriving at a decision to file the Review Petition. Considering the fact that the Review Petition is filed by the Union of India, the reasons mentioned in the above Civil Application can be said to be the plausible reasons for the delay occurring in filing the above Review Petition. The Learned Counsel Mr. Marne appearing for the Respondent opposes the above Civil Application but ultimately leaves to this Court. In our view, it would be just and proper to mmj
