1. Heard the learned counsel appearing for the applicant and the learned counsel appearing for the writ petitioners. We find that in the statutory appeals preferred by the writ petitioners and the Revision Application preferred by the writ petitioners, the present applicant was made a party and he was heard by the concerned authorities. Accordingly, this application deserves to be allowed.

2. Application is allowed in terms of prayer clause (a). We direct the writ petitioners to implead the applicant as a party respondent no.6 by carrying out an amendment within a period of two weeks

3. Copy of writ petition shall be served by the Advocate for the writ petitioners to the Advocate for the applicant.

4. Considering the controversy involved in the writ petition, it deserves to be disposed of finally at the stage of admission. Accordingly, the writ petition shall be listed under the caption of "fresh admission" on 28th June, 2017.

5. If any ad-interim relief in the writ petition is operative till today, the same will be continue to operate till the next date. (A. K. MENON, J.) (A. S. OKA, J.)
