It is held that impugned order dated 16 January 2008 passed by the Respondent No. 2 Committee quashed and set aside.

It is held and declared that the Petitioner belongs to Mannewar, Scheduled Tribe.

Respondent No. 2 scrutiny committee is directed to issue valid certificate to the Petitioner within a period of four weeks from today.

6.

Rule is made absolute in the aforesaid terms with no order as to costs.
