The learned counsel appearing for the fourth respondent raises a preliminary objection that the writ petition at the instance of the petitioner is not maintainable as he cannot be said to be an aggrieved person. The learned counsel appearing for the petitioner seeks permission to withdraw this writ petition with liberty to file a fresh petition. Accordingly, the petition is disposed of as withdrawn. However, the aforesaid objection will remain open.
