We are of the view that the purpose of this petition shall stand served if Respondent No.3 is directed to decide the claim made by the Petitioner in its letters dated 31/8/2018 and 28/3/2019 in accordance with law. We therefore partly allow the petition and direct Respondent No.3 to decide the claim made by petitioner in its two letters dated 31/8/2018 and 28/3/2019 in accordance with law at the earliest and in any case within 4 weeks
