Perused the affidavit of Shri Balaso Dadaso Shinde, Executive Engineer of Raigad Zilla Parishad and in particular paragraphs 6 to 8 thereof.

From the documents annexed to the affidavit, we find that substantial compliance has been made by the Zilla Parishad with the order dated 28th September, 2004. Shri Sanjeev Kadam appears for some of the villagers.
