By consent of parties, the order dated 9th March 2015 passed by the respondent no.1 is set aside and the matter is remanded back to the respondent no.1 for passing a fresh order in accordance with law. 2.

The respondent no.1 shall decide the matter afresh without being influenced by the observations made in the impugned order dated and the conclusion drawn therein. The order shall be passed within eight weeks from the date of communication of this order. Parties are directed to appear before the respondent no.1 on 31st January 2018 at 11.00 a.m.

Writ petition is disposed of in aforesaid terms. No order as to costs. Parties as well as the respondent no.1 to act on the authenticated copy of this order.
