This is a second bail application. The earlier application was withdrawn before this Court after the Court has expressed that no case for bail was made out. As on today there is no change in circumstances. The offence is of the year 2016. The learned counsel for the applicant submits that the applicant who was then, a 19 year old boy, has been in custody since he was arrested and as on today the charges are not framed. There is no doubt, there is delay in trial. However, the learned Special Court, Pune seized with Special Case No. 1 of 2017, is hereby directed to frame the charges as expeditiously as possible and commence the recording of evidence within one month from the date of framing of charge.
