The learned counsel for the Petitioner seeks leave to withdraw the writ petition with liberty to file representation before the Collector, Pune in respect of the grievance raised in the writ petition. Leave with liberty as prayed for is granted. Petition is allowed to be withdrawn and is dismissed as such.

It is clarified that this Court has not gone into merits of the matter and in the event such a representation is filed by the Petitioner, the Collector shall decide the same after hearing the parties concerned. All points and contentions of the respective parties are kept open.
