Having heard the learned counsel for the parties, it is apparent that the appeals filed before the Commissioner, Konkan Division, Navi Mumbai, by the petitioners and respondent no.3 on 6 th and 8 th February respectively are still pending.

In the facts of the case, it is appropriate that the appeals be heard and disposed of expeditiously and in any event before 21 st May, 2018. Transfers effected if any shall be subject to the outcome of the appeal. 3.
