Having heard the learned Counsel for the Petitioner and the learned AGP for the Respondent-State, we deem it convenient to dispose of this writ petition by directing Respondent No. 4 and 5 to decide the Petitioner's representation dated 17th October 2015, copy of which is annexed at page No. 48 to this petition, as expeditiously as possible and at any rate within the period of four weeks from today. Ordered accordingly.

It is made clear that this order should not be construed as expression of anything on merit and Respondent No. 4 and 5 shall decide the said representation of the Petitioner independently, on its own merits, after affording an opportunity of hearing to the Petitioner and strictly in accordance with law.
