In view of this, the impugned order dated 20th April 2019, passed by Respondent No. 2 is set aside. 3.

The Respondent No. 2 is directed to reconsider the proposal submitted by Petitioner No. 2 for an approval to the appointment of Petitioner No. 1 as Librarian afresh within a Yugandhara Patil 1/2
