The subject matter of controversy in the present petition concerns approval to the appointment of the Petitioner as Assistant Teacher in Respondent No.3 school. The proposal for approval to his appointment was forwarded by Respondent No.3 to Respondent No.2 - Education Officer (Secondary), Zilla Parishad, Pune, as far back as in the year 2011 and has since been pending.

Learned AGP for the Respondent State is not in a position to justify inaction of Respondent No.2 in considering the application for approval to the Petitioner's appointment.

The petition, in the premises, can be conveniently disposed of by directing Respondent No.2 to consider and pass appropriate orders on the application of Respondent No.3 school for approval to the appointment of Petitioner No.1 originally in the post of Shikshan Sevak and in the post Digitally signed by Sanskruti A.

13. wp 6545-2019.doc of Assistant Teacher in a time-bound manner. Respondent No.2 shall not be guided by the G.R. of 2 May 2012 whilst doing so. The decision shall be taken expeditiously and in any event, within a period of six weeks from today. In the meantime, till the application is decided by Respondent No.2, no appointment shall be made or absorption of surplus teachers shall be made in the post presently occupied by the Petitioner. The petition is disposed of accordingly.
