Though this Court was about to dismiss the Petitions, Mr. Rao seeks leave to withdraw the Petitions with liberty to institute the Appeal. Leave is granted with liberty as prayed for. 2.

It is made clear that this Court has not examined the merits of the matter but this Court made request to Mr. Rao, learned counsel for the Petitioners to place on record the decision of the Hon'ble Apex Court which has taken a clear view that in such matters the Civil Suit is not maintainable. Mr. Rao pointed out that despite his research, he could not search such decision. 3.

The Petitions are disposed of as withdrawn.
