The Public Interest Petition pleads that respondent no.4 is the developer who has rights to develop. There are no pleadings as to under what instrument respondent no.4 has to develop.

It is pleaded that under the Urban Land (Ceiling and Regulation) Act, 1976, the Competent Authority passed orders with respect to "said plots". The said plots are ones referred to in the table at Sr. Nos. 1 to 13 in paragraph 5 of the Petition. 2.

The corresponding orders referred to have been annexed at Annexure "A-1" and none of them is in the name of the 4th respondent.

Relief claimed is against respondent No.4 and we find that the orders relied upon do not relate to respondent No.4. 4.

The Public Interest Petition is dismissed.
