Grievance of the petitioner is that in spite of obtaining Recovery Certificate, the Recovery Officer is not taking proper steps to recover the amount which is due to the petitioner.

In the facts of the case, we are of the opinion that the petitioner is entitled to approach the higher officer with the grievance that the Recovery Officer is not taking appropriate steps.
