Learned counsel for the petitioner, on instructions of the petitioner, seeks leave to withdraw the petition. He, however, requests that the proceedings before the competent Authority be expedited, since the proceedings are pending since 2012.

Accordingly, the petition is disposed of as withdrawn. However, since the proceedings are pending since 2012 before the competent Authority, the competent Authority is directed to conclude the same as expeditiously as possible, and in any event, within 9 months from the date of receipt of this order.
