The above Civil Application has been filed seeking condonation of delay of 23 days in filing the Appeal from Order. The reasons for the same find place in the above Civil Application. The sum and substance of the reasons is that on account of the administrative reasons that the delay has occasioned in filing the Appeal. The said application has been opposed to on behalf of the Respondent Nos.1 to 3 and the said reason is sought to be questioned. In my view, having regard to the fact that some indulgence has to be shown to the State as some time is lost in arriving at a decision to file the proceedings. The reasons mentioned in the Civil Application can be said to be the plausible reasons for the delay. The above Civil Application is accordingly allowed, mmj
