The grievance of the Petitioner, who is working with Respondent No.5 aided secondary school, is that his appointment to the post of Junior Clerk has not been approved by Respondent No.3 Education Officer, though a proposal for approval had been submitted as far back as on 27 September 2013. After compliance with the requisitions of Respondent No.3, several representations were made and followed by resubmissions of the same proposal. Despite all this, Respondent No.3 failed to process the proposal and take any decision thereon. On these facts, Respondent No.3 is directed to decide the proposal for approval of the Petitioner's appointment as Junior Clerk in Respondent No.5 school within a period of six weeks from today.
