This is a civil application filed by the Applicant seeking clarification of the order dated 12.9.2012 clarifying that the said order was not passed on merits but only a direction was given to the concerned authorities to give hearing to the petitioner. 2.

We have perused the impugned order. It appears that the said order was not passed on merits but the request of the Applicant - Petitioner that his representation be decided by the Education Officer 1/2
