A request made by the Applicant for leave to amend the petition is declined. The contention of the learned counsel appearing for the Applicant that merely because order of DRAT is challenged, it is necessary to add DRAT as party-respondent, is without any substance. Liberty, however, is granted to the Petitioner to add "Union of India" as party-respondent. Amendment to be carried out within 2 weeks. Civil application is, accordingly disposed of in the aforesaid terms.
