After the matter was argued for some time, the counsels agrees, suffice would be the purpose if the impugned order dated 10th March 2023 passed by the Respondent No.2, and order dated 20th July 2022 passed by the Additional Controller of Stamps, Mumbai and order dated 24th May 2021 issued by the Collector of Stamps, Mumbai be 1/2 Amol D. Nawale

29.WP.6207.2023.odt quashed and set aside and matter be remanded back to the Chief Controlling Revenue Authority, Maharashtra State who's office is at Pune.

The Chief Controlling Revenue Authority (CCRA) to decide the issue since it is the case of the Petitioner that without any notice of the hearing the impugned order dated 24th May 2021 is passed. The said officer, i.e., CCRA should fix a hearing and give notice to that effect to the Petitioner at least one week before. The Petitioners are permitted to file written submission before the said officer. The said officer to give chance to the Petitioner to represent himself personally. The officer should give personal hearing and pass reasoned order taking into consideration all the issues which are raised by the petitioner. The said order to be passed, to be communicated to the Petitioner. 3.
