P.C.:- It is the contention of learned counsel for the petitioner that the Petition is directly fled in this Court instead of approaching to the Apex Grievance Redressal Committee ('AGRC' for short) as the AGRC is not available to conduct hearings due to the pandemic. Learned counsel for the respondent No.5 submits that AGRC is very much available and hearing the appeals. In this view of the matter, the petitioner is permitted to approach the AGRC by fling appropriate proceedings against the impugned order and/or application for stay.

All contentions on merits are kept open.

I have not expressed any opinion on merits on any of the contentions raised.

The application for stay, if any, moved before AGRC may be considered expeditiously, if the appeal is fled within a period of 10 days from today.
