By consent, we dispose of the Petition by passing the following order:

(i) The impugned order dated 15.04.2019 is set aside.

(ii) The Respondents shall issue show cause notice to the Petitioner within a period of 10 days from today. The Petitioner shall submit its Reply to the show cause notice within 10 days of the receipt of the show cause notice. (iii) The Chief Engineer shall hear the Petitioner. After hearing the Petitioner, the Chief Engineer shall pass AKN 1/2

(iv) It would be open for the Respondents to issue appropriate bills/revised bills, if necessary pursuant to the final orders.
