Though belatedly noise level meters have been procured by the State Government as per the directions issued by this Court from time to time. Shri K.P. Bakshi, who was the Additional Chief Secretary (Home) at the reledvant time and who has now superannuated has filed an affidavit tendering apology. As there is belated compliance, it cannot be said that there is any willful breach on the part of Shri Bakshi. Accordingly, Contempt Notice issued to Shri K.P. Bakshi is hereby discharged.
