Heard learned counsel for the applicant and learned A.G.P. for the respondent nos. 1 and 2. For the reasons recorded in the civil application, civil application is made absolute in terms of prayer clause (a). The order dated 15th June, 2016 passed in Writ Petition No.3105 of 1995 is recalled. Writ Petition No.3105 of 1995 is restored to file along with ad-interim relief if any.
