The grievance of the Petitioner is that though a proposal for approval of his appointment as "Librarian" by Respondent Nos. 4 and 5 has been sent to the Respondent No. 3 - Education Officer on 30th December, 2011 (Exhibit "C"), but till date the said proposal has not been considered and no decision on it has been taken by Respondent No. 3. According to the Petitioner several reminders have been sent by Respondent Nos. 4 and 5 but no heed has been paid by Respondent No. 3.
