After hearing both sides and perusing the Writ Petition, all annexures and respective affidavits, we are of the view that this Writ Petition can be conveniently disposed of with a direction that the competent authority will issue the show cause notice to the petitioners within a period of three months from the date of receipt of a copy of this order.

This direction will suffice at this stage because we do not wish to go into the merits of the rival contentions. All of them are, therefore, kept open for being urged at an appropriate stage before the appropriate forum. We clarify that our order does not mean any expression of opinion either way.
