The civil application is for bringing on record the heirs of deceased Respondent No.10. There is a delay of 57 days in filing the application. The delay is explained in paragraph 5 of the civil application. For the reasons stated in the civil application, the delay is condoned and the civil application is allowed in terms of prayer clause (c). The amendment to be carried out within two weeks from today.
