This civil application seeks impleadment of legal heirs of the deceased sole Appellant. There is a delay in taking out the present application. The delay is explained in paras 4 and 5 of the civil application. For the reasons stated, the delay is condoned. The civil application is allowed in terms of prayer clause (c). Amendment to be carried out within two weeks.
