It is made clear that in the event such an application for grant of permission to start the B.Ed course is made, Respondent No.1 shall decide the same independently, on its own merits, and after giving an opportunity of hearing to the petitioners. Needless to mention that Respondent No.1 shall decide the petitioners' said proposal as expeditiously as possible and preferably within four weeks from the date of receipt of such application. [SMT.
