Having heard learned counsel for the petitioners, we find that the appeal which has been filed by the petitioners before respondent no.1 has been filed belatedly. The application seeking condonation of delay has also been filed. Prayer in the petition is to direct respondent no. 1 to decide the petitioner's application for condonation of delay and the appeal if the delay is condoned expeditiously.
