The delay is of 436 days. It is explained in paragraphs 4, 5 and 6 of the Civil Application, in which the Applicant says that he had difficulty in raising the initial funds of Rs.25,000/- requiring for filing this Appeal. That in itself is sufficient cause. 2.

The application is opposed but without an Affidavit in Reply. Time is sought to put in a reply. The request is declined. The delay in filing a reply is of six years, nearly six times longer than the delay sought to be condoned.
