The Petitioner has sought relief to direct the Respondent- Shivaji University to stop PHD programme in Architecture and to stop the students being admitted. In the petition the Petitioner has not specified what is his locus. The petition is also not filed in public interest. Such a sweeping prayer without disclosing the the bona fides of the Petitioner cannot be considered.

Writ petition is pending since 2015. The learned counsel for the Respondent-University points out that there have been subsequent developments thereafter, and the guidelines on which the petition is based have also undergone subsequent revision twice.
