The above Civil Application has been field by the Applicant seeking intervention in the Contempt Petition. The contempt alleged is against the officers of the Municipal Corporation of Greater Mumbai. Since the proceedings are in the nature of contempt proceedings, only those parties are required to be joined against whom contempt is alleged. In my view therefore, the above Civil Application filed by the Applicant is misconceived. The same is accordingly rejected.
